The Landlord Problem
The naive fear is that Mass Intelligence ends with machines ruling us. The real risk is the opposite: a billion people get extraordinary intelligence, but only by renting it from five landlords who own the weights, the compute, and the terms of service. That isn't mass intelligence. It's mass dependence with a friendly interface.
So the first thing to protect is distribution. Treat frontier models the way we treat electricity and vaccines: public compute, open weights wherever safety allows, mandatory interoperability, and a legal right to carry your data and context between systems. Concentration of cognition is the most dangerous variable of this century — more dangerous than any single model's capabilities.
Second, when anyone can generate anything, the scarce resource flips from content to proof. We need verification infrastructure as aggressively as we built the web: cryptographic provenance on media, verifiable identity for agents, auditable records of what autonomous systems did and on whose authority. A society where nothing can be checked doesn't stay free; it gets captured by whoever sounds most confident.
Third, admit that human judgment is now the bottleneck. Mass intelligence makes expertise cheap and decisions expensive. So deliberately slow the irreversible things — bioweapons, critical infrastructure, warfare, the plumbing of finance — and accelerate the reversible ones: science, small business, art, local experiments. The rule isn't "humans always in the loop." It's "humans in the loop exactly where mistakes can't be undone."
Fourth, and most unfashionable: culture outranks guardrails. A billion people with godlike tools will do what their norms call admirable. A culture that treats sloppy reasoning, casual deception, and outsourcing your conscience as shameful will amplify competence. A culture that celebrates shortcuts will amplify havoc.
Mass Intelligence isn't a wave to survive. It's a commons to govern. The winning move is not to slow intelligence down — it's to ensure no one owns the off switch, everyone can see what's real, and the people making the final call answer for it.
